Not entirely correct. DSS doesn't provide vehicles for it's staff assigned to Governors same as police. The state government provides those vehicles from Prado to Hilux to Hiace, Toyota 4runner, Zna, Ford Rangers etc.
For the Presidency, The Nigerian Air force provides Air logistics for the Core Vehicles in the convoy when travelling interstate while the rest remains in different states as pool vehicles for his protocol officers and domestic staff. Same for the office of the first lady.
For other dignitaries, Senate President, Vice President, Speaker, they have vehicles stationed in selected states that cover a particular Zone so need for the vehicles moving from Abuja unless he is visiting States close to Abuja.
Oneof these states is Lagos (Nass has lots of vehicles stationed here for it's principal officers) and the state the principal represents always has a convoy ready anytime he is visiting usually budgeted for the office he occupies.

This is the major reason why vehicle budgets runs into hundred of billions at the national assembly and state house because they keep buying every year to add to the existing pool and sells the old ones to themselves and senior civil servants in that arm of gov or ministry as the case might be( the vehicles have age limit and they hardly repair anyone that breakdown often).
